If you are trying to unlock some clothing or a vehicle and can't figure out who has what, you are not alone. Getting to Fashionista 15 and Tuner 15 will unlock a fair amount of clothing and vehicle options as well as customizing items. However, majority of the items that most people really want are only gained through advancing in rank with your Contacts and Organizations.
Another way to get certain items is leveling up your Roles. Things like Defender and Detective will also give you various items, clothing, and additional customization options.
